In a special flood hazard area, a standby generator generally has to sit at or above the design flood elevation so it survives the water it's there to outlast. That's not optional in the places it applies — it's how the install passes inspection and how the unit is still there after the storm.

How high you have to go decides the mount. A modest requirement is a reinforced pad. More height means a raised steel stand.
